About the job:

The CSIR has a vacancy for a Manager: Human Capital that will support the Mining and Manufacturing Clusters, within the Advanced Production & Security Division. The incumbent will be responsible to provide input into both Cluster strategic and operational plans aligned to the Human Capital (HC) strategy to meet business needs. The incumbent will also provide HC leadership, advice and guide line management on HC best practice; and to manage and develop the HC team within these Clusters and ensure adherence to HC compliance as well as provide audit support. This position is based in Pretoria.

Key responsibilities:

HC Strategy

  • Provide input into the Cluster’s strategy aligned with the HC strategy to meet the needs of the Division;
  • Align and implement the Central HC strategy to support the Cluster’s objectives;
  • Develop transformation programmes to support the implementation of the transformation goals;
  • Provide expert advice on CSIR Policy, Procedure, Best Practice, People and Employee Relation matters;
  • Monitor and evaluate successful down cascading of the Central HC strategy and Plans within the Cluster;
  • Accurate monthly and quarterly reporting on deliverables, non-conformance and flagging of potential risks to the Cluster and Business.

Finance

  • Provide realistic budgeting, anticipating impact of personnel status changes on HC expenses;
  • Ensure on-time completion of budget as per required format and guidelines;
  • Provide proper investigation and acceptable explanation of budget variances on monthly basis;
  • Participate in divisional work force planning and interrogate work force budget within the Cluster.

People Management and Performance Management

  • Coach, mentor and develop staff, including overseeing new employee on-boarding and providing career development planning and opportunities;
  • Empower employees to take responsibility for their jobs and goals;
  • Ensure compliance with performance management policies and procedures;
  • Drive performance management culture within the Cluster;
  • Provide an objective feedback to employees and line managers;
  • Coordinate Cluster’s Performance Management process in accordance with agreed schedule and policy and in close liaison with Line Management;
  • Provide competent advice and guidance to Line on Performance Management matters;
  • Develop and submit the Cluster’s annual training needs for inclusion in Workforce Skills Planning within specified period.

Staffing

  • Close liaison with the Cluster and accurately identifies skills and resources required to deliver and achieve objectives;
  • Compile and on-time completion of Workforce Plan as per required format and guidelines for approval,
  • Close liaison with Line Management to determine requirements of positions and contents of adverts,
  • Ensure proper management of the Cluster’s staffing process.

Employment Equity

  • Develop the Cluster’s Employment Equity (EE) Plan in line with the Central EE guidelines;
  • Ensure realistic setting of clear targets within the Cluster and implementation of such targets through clear recruitment plans and development plans;
  • Ensure on time submission of EE plan in required format as per set Central HC guidelines and timelines;
  • Provide competent advice and guidance to Line on EE matters;
  • Ensure successful implementation of EE Plan;
  • Active management and scheduling of the EE and Skills Development (SD) Committee as well as provide secretariat of the Committee;
  • Ensure active participation of the Cluster in the EE and SD Committee

Training and Development

  • Compile and/or review Human Capital Development Plan annually as per set deadline and format aligned to CSIR HCD Strategy;
  • Close coordination of Performance and Development Plan and Performance Management process within the Cluster, and accurately identify development needs;
  • Embed the culture of training and development;
  • Provide competent advice and guidance to Line on Training and Development;
  • Effectively familiarize new Cluster staff with nuances and culture at the Cluster level;
  • Good practice to assist new staff in adapting successfully and quickly;
  • Design and/or review learning material in accordance with market best practice;
  • Ensure accurate communication on how the business model works and what makes CSIR successful;
  • Present on-boarding programme in accordance with CSIR standards and facilitate the sensitization of Line for transfer of technical/ operational skills.

  • Provide competent advice and guidance to Line Management on Employee Relations matters and case law;
  • Prevent risks from escalation and manage issues timely;
  • Facilitate proper investigation and identification of actual issues at hand;
  • Ensure that grievances are resolved within a minimum amount of time as per CSIR standard;
  • Monitor ER and termination documentation and ensure accurate completeness as per CSIR procedure;
  • Review ER reports quarterly in order to proactively identify relations challenges and provide proactive talent management practice.

HC Administration & Processes

  • Provide competent, clear and accurate administration – quality awareness and attention to detail;
  • Ensure full compliance with all related legislation, policies and procedures;
  • Provide competent advice and guidance to Line on HC Administrative matters;
  • Ensure accurate and in time identification of need for new policy or policy review;
  • Participate in drafting of policy/procedure in close consultation with the Central HC team to reflect the Cluster’s requirements;
  • Influence, communication to and provide interpretation of policy to all internal stakeholders;
  • Monitor successful implementation of policies/procedures;

Qualifications, skills and experience:

  • An Honours degree in human resource management, industrial psychology and /or related human resource management field, with at least eight years’ experience in a human resources generalist capacity in a medium to large organisation;
  • Experience in the Mining or Manufacturing industry is preferred;
  • Experience in supervision and people management;
  • Exposure and experience in all the human capital functional areas;
  • Experience supporting an engineering environment as a human capital generalist would be an added advantage.

The purpose of this role is to execute and manage projects relating to interventions at sector or industrial level. As part of the vision Centre of Excellence within the unit, the Project Manager will be expected to execute interventions in the area of Sector Decarbonisation and Circular Economy with technical focus on climate change adaptation and resilience, life cycle management and resource efficiency methodologies (energy, material and water efficiency).   • Execute and manage sector level circular economy interventions and projects;
  • Provide management and technical inputs on sector level decarbonisation and circular economy approaches and interventions;
  • Manage strategic interventions and service offerings nationally and regionally to support SDG 12 – sustainable consumption and production based on the RECP methodology;
  • Identify gaps and opportunities within sector and industrial level resource efficiency offerings and package solutions for considerations as part of sector decarbonisation;
  • Provide policy inputs and advisory services to government and industry on relevant sustainable consumption and production policies and regulations;
  • Manage and engage sector stakeholders at national level;
  • Manage capabilities and suitable resources (people, tools, systems, etc.) for the relevant response to project and client needs;
  • Execute operational governance, data and information management integrity and regular project delivery reporting;

About the job:

The CSIR has a vacancy for a Manager: Area Services in the Facilities Management and Security Services (FM&SS) department. The incumbents will lead and manage the provision of Facilities Management (FM) and Security Services (SS) to designated areas. This position is based in Pretoria.

Key responsibilities:

Leadership

•           Active member of the Facilities Services team with joint responsibility for developing and implementing the Facilities Services Strategic and Operational plans;

•           Develop, implement and drive the Facility Services plans for the CSIR;

•           Provide regular reporting to the Group Manager FM&SS;

•           Manage and develop staff to ensure high quality personnel who are able to achieve performance objectives in support of the CSIR mission and vision;

•           Conduct performance management contracting and reviews for all staff at the recommended periods, for the purpose of managing & improving both individual performance and service delivery.

Service Delivery

•           Responsible for planning, co-coordinating and managing all building infrastructure repairs and refurbishments for projects with up to a three-year period;

•           Manage and improve efficiency and effectiveness of FM&SS services delivery;

•           Optimise associated costs of service delivery;

•           Plan, coordinate and drive essential services such as accommodation/space requirements and relocation management; cleaning, hygiene and pest control services; boardroom and reception services; building inspections, maintenance and compliance; building safety, security and emergency systems and security services;

•           Develop, review and implement FM&SS specific procedures and processes;

•           Monitor and ensure the implementation and delivery of procedures and processes related to service portfolio responsibilities – responsible for delivering FM & SS KPIs;

•           Collect and analyse area calls logged for problems diagnosis to identify trends and implement corrective/appropriate action, including medium to long-term informed decision making on future strategy and plans;

•           Facilitate management and resolution of incidents, service complaints and other investigations related to FM&SS (facilities management, business support services, security, etc.);

•           Ensure the maintenance of building assets in accordance with the official investment strategy for each building asset;

•           Ensure the efficient and financially optimal maintenance of buildings;

•           Accountable for driving the Preventative Maintenance Program;

•           Ensure all buildings comply with all regulatory requirements.

Stakeholder Relationship Management

•           Actively engage in both internal and external stakeholder’s meetings related to FM&SS portfolio services e.g. Area management meetings, to influence and implement action plans, according to CSIR standards and policies;

•           Develop and implement business and operational plan for Facilities Services department in the designated area;

•           Facilitate and drive meetings with stakeholders for providing fit for purpose facilities, infrastructure and associated services;

•           Expert advice to stakeholders on best practice with respect to FM & SS practices and methodologies/ technologies, etc.

SHEQ Management

•           Ensure compliance with SHEQ regulatory requirements and standards in area of responsibility, including compliance by outsourced contractors/service providers;

•           Implement corrective action where deviations occur for the designated area;

•           Identify risks, implement, and drive mitigation plans for the designated area.

Management responsibilities

•           Manage Area Services service delivery teams;
