Job Purpose:
To provide a professional accounting and administrative function.
Key Responsibility Areas:
Forward planning and supervision of staff.
Provide input with the preparation of the capital budget timetable.
Determine the extent of all funding available for financing of capital projects.
Prepare high level blocksum/strategic splits.
Obtain,verify and supervise the preparation of a schedule of all legal/contractually committed projects.
Prepare and control the consolidated schedule of all capital projects.
Participate in the allocation of the operations budget per cluster/output unit.
Attend meetings and provide the necessary support at road shows.
Prepare the draft capital estimate book for submission to council.
Instruct the cluster co-ordinators/departmental accountants.
Preparation of the capital estimate book.
Upload and reconcile the approved capital budget onto JDE system.
Supervise and review the preparation and capture of vote transfers from block sums.
Preparation of budget reform returns to national treasury.
Supervise the completion of various capital statistics returns.
Provision of financial information.
Manage and control,and direct the activities of subordinate staff.
Attendance of meetings.
Attend to departmental and other queries.
Vet and sign documentation of a financial nature.
Essential Requirements:
At least one of the following: B Comm, CA (SA), member of IMFO, Associate member of CIS, or any equivalent 3 year Accounting Qualification (M+3).
3 Years relevant Municipal Accounting experience.
Preferred Requirements:
At least one of the following: B Comm, CA (SA), member of IMFO, Associate member of CIS, or any equivalent 3 year Accounting Qualification (M+3).
4 years post graduate accounting experience together with JDE and Excel/Quattro Pro competency
Special Conditions:
Post of accountants are interchangeable within the Treasury Cluster.
